Mandate of the Ministry of Gender and Family

  1. Provide and revoke registration and permits for social service providers, formulate and implement guidelines and standards for facilities and services; and regulate fees.
  2. Provide registration and permits for social service workers, formulate and implement guidelines for service provision; assess and ensure maintenance of standards, monitor and take necessary action against violations in ethics and code of conduct.
  3. Plan, monitor and acquire resources for the implementation of policies on the protection and wellbeing of women, children, elderly and persons with disabilities.
  4. Promote, reinforce and monitor gender mainstreaming and ensure that policies, regulations and programmes from all sectors are analysed through a gendered lens.
  5. Establish a National Child Protection mechanism, review and monitor implementation of its work.
  6. Promote women in political, social and economic spheres, enable them to contribute to the progress of society, assess their situation, and work towards changes to enhance their role.
  7. Increase participation of women and persons with disabilities in political, economic and social development of the Maldives, and strengthen the role of Women’s Development Committees and Civil Society Organizations working for the rights of women and persons with disabilities, and establish a mechanism to review, promote and maintain gender equality in all areas of work.
  8. Ensure social protection for women, children, elderly and persons with disabilities.
  9. Coordinate with relevant state institutions and conduct social protection programmes in partnership with state and civil society organizations at atoll and island level, to protect and promote the rights of women, children, elderly and persons with disabilities.
  10. Coordinate with relevant authorities to protect the rights of women, children, elderly and persons with disabilities, identify emerging issues and work towards solutions to address such issues.
  11. Create public awareness on safeguarding the rights of women, children, elderly and persons with disabilities, promote gender equality, strengthen family ties and enhance parenting skills.
  12. Facilitate the provision of social, psychological and legal service, to persons reporting deprivation of rights resulting from gender discrimination or violence
  13. Establish procedural guidelines and coordinate with relevant stakeholders to provide social protection to children, women, elderly, and persons with disabilities suffering from various forms of abuse
  14. Establish state care institutions to provide protection and services for vulnerable women, children, elderly and persons with disabilities or facilitate and monitor the provision of services through private organizations.
  15. Collaborate and provide guidance and support to private entities and organizations working towards the protection of children and families
  16. Investigate cases of child abuse and provide protection under state care institutions, to children who have no other means of primary care.
  17. Establish a fostering mechanism; make arrangements to place children under state care with foster families and monitor their well-being.
  18. Provide rehabilitation services to children in state care who have disciplinary issues, through participation in educational, skills development and training programmes at the Education and Training Centre for Children; and monitor their behavioural changes.
  19. Conduct assessments of elderly persons and those with no other means of primary care, prior to their placement at the “Home for People with Special Needs (HPSN)”, make arrangements for their transfer and monitor their well-being.
  20. Implement and take necessary actions mandated to the Ministry by the Domestic Violence Act (Law No. 3/2012).
  21. Make necessary arrangements to provide psychosocial support during emergencies and disasters
  22. Provide psychosocial support and basic needs to women and girls who are victims of abuse.
  23. Strengthen and develop services provided by the Ministry and relevant sectors by seeking guidance and assistance and enhancing collaboration with International organizations to advance the interests of Maldives.
  24. Implement and fulfil obligations relevant to the Ministry’s mandate, under International Treaties and Conventions that Maldives is party to. Report to treaty bodies; review and address issues identified during research and bring to the attention of relevant stakeholders.
  25. Conduct and promote a culture of research, and authorize, monitor and maintain quality and ethics of research in relevant areas.
  26. Formulate and monitor implementation and outcomes of plans to attain the Ministry’s mission and objectives
  27. Formulate guidelines for Ministry’s data collection, develop and strengthen information technology resources, establish databases, maintain, analyze and publish records.
  28. Encourage inclusion of age, gender and other disaggregated data in data collection from all fields.
  29. Formulate guidelines for Ministry’s record keeping and archives and facilitate easy access of information to the public through media and other means.
  30. Formulate administrative guidelines for institutions established under the Ministry, monitor performance and provide administrative and technical assistance to acquire resources needed to maintain quality of work and standards of the institutions.
  31. Monitor and implement the legal responsibilities related to the mandate of the Ministry of Gender and Family
